1) There is nothing requiring one to use miles. If the CR-1s are not being used then the miles won't be either. There is no guaranteed loss there.
2) Correct. It depends. Therefore it is not a "fact" across the board.
3) You're contradicting my position; I'm not. You think it makes sense to leave the certs in the hands of the learned. I think it makes sense to actually upgrade the folks who earned the upgrades, not the ones who studied the nuance more.

Not everyone has family, friends or random strangers in CC to upgrade. Certainly some do, but not everyone.
It is a fact that if I choose to use miles to upgrade someone then I have fewer miles once that is done. Just how many fewer depends on a lot of things.
I've never said that the new E
UA program is perfect. But I do believe that it is a more fair way to distribute the upgrades, and that's coming from a guy who does a fair amount of work gaming the systems, not a high spender.
