NO--you get 8 at the start of the year and then at 20K you get 4 certificates, at 30K 2 certificates, 40K 2 certificates and so on. IE-- you have to wait until 20K to get your first additional certificates in the new year and then you get 2 every 10K thereafter. That is generous enough as those who fly transatlantic enough always end up with more than they can use.
