you don't get points on the tax- and tips-part of the bill. And internationally those tax/tips are often included in the rate, but deducted for the points-calculation.

So Jimboliguy: in your recent Marriott Zurich bill there was a 4% value added tax and 15% tips automatically included (but deducted for the points-calculation).
