Hmm, I guess the Government has been as supportive as was possible for CP. True, it took a lot of work to turn AC into what it is (or is not) today. I think Holis Harris and his marketing/image overhaul - at the time - helped improve things as well.
Either way, right now Air Canada has a disproportionate number of customer service complaints, and there may indeed be no easy solution. You may find it interesting to see some of the stories and concerns from AC passengers on:
