There are two buckets of passholder fares: 1) For any traveler who has a Eurail Pass covering France; and 2) For any traveler holding the France Rail Pass itself.

The 'easy access' is specifically meant for the latter. It costs more, as you noticed, but it's more flexible (that is, fully refundable up to a certain number of days prior to train date vs. completely non-refundable).
