Streaming video down from a site like NBC, CNN, etc. shouldn't be a problem. That's strictly download only, which is doable with speeds in the 1.5-2Mbps. But to do any kind of two way video, that requires your upload speed be decent too, and given my speedtests it seems impossible with speeds in the .2Mbps (i.e. 200kpbs) range.
