Boingo has a PDA service for $8.99 and significant Japanese coverage. Some people have reported problems with it, but I"ve generally done fine. I used it with a Nokia E series in Singapore (with a roaming SIM as well) for a wound up with a phone bill of under $20 and talk time of around 120 minutes.
