A lot of confusion could have been eliminated by simply letting the existing CR1's expire without limitation and letting everyone know up front that new CR'1's would not be accrued. Looks like they tried to tried to take another bite out of what would have been just a very short term benefit from existing CR1's. These guys could really use some help from FT'ers in a focus group to preview and critique their proposed changes.@:-)
