You're right and a few on the UA forum are up-in-arms about the lack of upgrades on PS. They are also major
about the removal of their regional upgrades (C-1 upgrades).
Indeed, doesn't seem like anyone [almost anyone] is happy on the UA thread now that they've seen all the details which really equate to the Continentalization of UA upgrades.
