French railpass easy access

I was looking on Raileurope.com for French Railpass info and came across the following:
The Easy Access passholder fare is available only to travelers using the France Rail Pass. Note, this fare has strict rules and may only be used with the France Rail Pass (fines will be issued on the train to non-France Rail Pass travelers).
I can't figure out exactly what this extra is? Does anyone know?
They don't state the special fare, but a search on google, sent me to raileurope.typepad.com/info/sncf/ (which seems to be RE's Blog) and they do mention something about 12EU extra.
From past pass usage in France, I've always been able to reserve a seat on any TGV, and pay only the reservation fee--there were no "special" passholder seats.
I'm confused.
