Did you forget to read the article?
He's not taking any salary, and he's not taking any per-diem for expenses either. He's entitled to both.
Further, any purchase of a residence would likely be funded by contributions, even though there is a fund with several million dollars in it from the sale of a property that was purchased for a former governor.
