I think if United gate agents would simply have a look during boarding for those (few) people who really exceed the limits (bags more than 4" in any dimension beyond the limits), more than 2 roller bags, etc, and call the offenders out, everyone would be well served.
Again, it's just the <10% who are gross offenders, easily recognized. If I go through the trouble of making my stuff fit into a reasonably sized carry-on, why can't others. The offenders' sense of entitlement is very annoying.
