Not that long back I had American friends tell me litres would NEVER be used widely or understood in the good ole USA. Pepsi and Coke have decided differently if you go look at Safeway.

Like with litres . . . you Americans are slowly catching up with the rest of the world. And so it will be with carry on.

It is frustrating traveling in OZ, but Jetstar is the worst among them. Qantas has been OK, particularly between the capital cities.

The problem in the US is not restricted to UA. I have had really disappointing service from CO, usually a very good airline, twice where I arrived late from a connection and there was not enough space in F for even my computer bag. Plenty of rollaboards placed in sideways that could only fit that way. And I have seen well dressed business travellers in UA FC taking up 4 linear ft of overhead space per person.

I would prefer a more practical policy where any rollaboard that only fits in sideways needs to be gate checked and a stricter enforcement of the 2 bag limit.
