Don't know the answer to this but APO NY, SF, MIA were cities, not states. I suspect AA is running a range of zip codes, and that 09XXX is within the range. A range of 06XXX-11XXX (or something like that) would capture the NYC area and inadvertently capture APO AE.

Incidentally, our wonderful moderator is correct. Sometimes there are advantages of using German street addresses.
