While it is true that the properties outside of the US are better at club access, the welcome ammenity is often not very exciting, if it is even offerred.
There were scores of times under the old program at properties outside the US when I would receive a standard room, and no club acess. This was under the old rules where access was not allowed unless your room wason the club floor.
