Although the Starwood program specifies or "requires" suite upgrades, I have found that they often don't follow that rule, and do not give the upgrade even if it is available.
I have stayed at many suites at Hyatts withour RC access, especially under the old program rules. Under the current program, they are "required" to give club access "if available" no matter what kind of room you are in.
I have had several stays at properties in the last two years where the RC was open, but I was not given access because it was "at capacity."
Anyway, I like the idea of a choice, as sometimes the suite would be more useful than RC access. Of course there aren't that many clubs left open.

For us as international travellers fortunately most clubs are open or even reopened (like Melbourne). We have never been refused access to the RC based on cpacity reason, but in Köln they once tried to play the "this rate is not eligiable" game with us.
