If it's any consolation, I don't know of any of the airlines that treat Canada as an international destination. US essentially matches UAs policies with regards to clubs and international flying - SFO-YYZ tickets don't get you into the club on UA either. AC on the other hand allows all *G access to their clubs.
For those of you who want it treated that way, would you sacrifice having it in a higher mileage category for award tickets?
As a proud Canadian I wish they'd recognize it differently... but am resigned to that typical American attitude that it's not...
