It doesn't surprise me based upon my experiences at PHX. There is a lack of training, follow-up training and etc. at PHX.

On UA, I have flown to Winnipeg through ORD and have used the Red Carpet Lounge at PHX and ORD without problems.

On US Airways, I have used the Maple Leaf Lounge at YVR several times without problems during the past two to three years.
