Exactly... I had my small rollaboard today (a Samsonite Spinner which is under 20" tall), and it would NOT fit in the 767 bins wheels- or handle-in. I'd brought it specifically (instead of the 22" one) because I knew I was on a 767 and that the bins were cramped. I had thought this one fit on the 767 wheels-in, but it was still just a tad too long for the window bins (not even gonna try the center bins...)
I ended up putting everything in the bin shortly after takeoff, as for whatever reason even though the flight was 100% full, the bin was left half empty (more than enough room for my laptop and camera, which I'd stowed under my seat).

Agreed 100%.
I was actually shocked today that when I cleared standby onto a CR7 bulkhead seat as the next-to-last pax to board that there was room and room near my seat (particularly as the bins over 3AB are given over to safety gear etc.) for my laptop. First time in a loooooong time I've boarded so late and found space... and this was a totally full flight, too. I dread a late connection to a 752 when in row 9, for example.
