The practice with MPO is down downgrade one tier if you don't renew or achieve XXX status in your membership year. Therefore, you should be going to Silver even if you have not flown the 30K miles. But....you should call MPO to confirm.
CX doesn't have soft landing (only downgrade one level), so if you miss even 30K you are looking at Green. However, if you barely misses it, say 29K then you may get a goodwill Silver.
