so whatever "policy" means to these people, it does not mean at all that the same rules apply to everyone.

Thanks for the information. Sounds like we are in the typical YMMV situation. My wife an I are both up for our monthly (2 times in 60 days) application on about the 20th. Will probably apply for one of us and see if it is approved before I apply for the other. That way if it is now 1 application per 60 days, only one of us will have a rejection and have to wait until December to apply.
