So maybe i'm being cynical, but I've had my fair share of weather related issues with AC.
I've sat at the airport before watching chaos unfold around me and my flight will still say "On Time". Heck I've been sitting at the gate with no plane there and I've watched the ploughs on the runway and the boards will still say "On Time". So if you are only allowed to go online and make changes AFTER AC tells you that your flight has been cancelled or delayed I can't see how that's useful.
If you're already at the airport and you have no internet access - I know, the horror but some of us are cheap - you can't really fix it online easily. Add to that the fact the website needs to know that your flight has been cancelled and it needs to allow you to change it for free and well that might be expecting a bit much from aircanada.com.
The past few winters I would just call up AC a few hours before my flight - if the weather looked bad - and they always changed my flight for free. I think they were probably glad that there would be one less person to deal with at the airport
