When will Chase offer miles for CA checking accounts?

In California, Chase established a retail banking presence in spring 2009, after acquiring WaMu. In the summer, I went in to my local branch to apply for a new checking account, motivated by an offer of about 15K Continental miles. Whoops, no dice, as the bank manager pointed out a California exclusion on miles. Instead, I would have to take their $100 or $125 bonus for a new CA account. The branch said the hangup was that WaMu and Chase computer systems wouldn't be fully integrated until fall 2009.

Well, that time has arrived, and I still see the CA exclusion in the fine print of all Chase offers of bonus miles/points for opening a CA checking account. Does anyone know when, or whether this will ever be lifted?
