I would imagine that anyone that tried to leave the Customs hall with only carry-on bags after arriving from China would draw quite a bit of scrutiny from the inspector, and with a combination of loud talking and gesturing (if not finding someone to translate, assuming she can't speak English) would be directed back to the carousel to get her checked luggage. I wouldn't worry about it.
I never check luggage when traveling, regardless of whether the destination is international or not. I suspect many frequent fliers do the same, and I've never had any extra scrutiny because of it.
