Earliest OP can meet her is outside of Baggage Recheck. I have done quite a bit of MR to DEL, NRT, PVG, etc with just a backpack but I have never been subjected to any out of ordinary scrutiny. Either way your best bet is to explain it to her thoroughly or last option to request wheelchair assistance that way she is almost guaranteed of baggage retrieval
