When you booked the room (if you booked it yourself) it was mentioned on the website that the rate does not include 10% service charge and 7.7% VAT.

I stayed there last month and this is exactly how I took it, a 10% "tip" for all the services. I am more used to european way where you have standard rate+VAT, but in Thailand all hotels and restaurants use this 10% service charge.
