That's not the VC-25 that most people associate with AF1 but a vanilla VC-32 (757-200 derivative) normally used by the VP. Air Force One is reserved for any U.S. Air Force-operated a/c the sitting U.S. president in flying. It could be a VC-25 or even a B-17 (not that the AF has any of those flying around).
