Only other thing I can suggest is getting an internal drivers permit (not sure if you can do this online without showing the original, if you know your driving licence number). You normally have to show the national drivers ID alongside it, but it might allow you to hire a car.
its fast, when I changed address I applied online on Sunday evening and the licence was on the doormat Wednesday morning
