If he's staying with you there's no issue. You get the voucher.

But what if he has his own room? He could theoretically be a guest in your room and just book another room for meetings or just for kicks or whatever... they really do have to give you a second voucher.

And though I haven't tried this at the Hyatt Regency Hong Kong, I can't imagine most hotels would fight you on this.
