Well the T&C's now state:

If there was a RC, both of you would be allowed in, so it makes sense that you both should receive breakfast vouchers under the new rules. Which has been my experience for the last couple of months when traveling with my wife. Normally by default I only get 1 per night, but when I mention there are 2 of us, I have not had any problems getting a second voucher.
Unfortunately the T&C's may be vague enough that it is up to the discretion of the individual hotel.
