As a US citizen and US driver's license holder, sometime in the late 90s, I left my apartment to get something to eat, didn't bring my license with me (just some cash for dinner and my car keys), and drove thru a DUI checkpoint. After being able to confirm my identity, they wrote me a ticket for driving without license in possession (which is different than driving without a license). Fine was around $12.

There is no way in hell I would chance this as a non-US driver's license holder.
