We're looking at this as we speak.

There were some changes, you may notice in Travel Tools there is no longer a seperate link for Security Documents.

The system is now supposed to issue a Security doc if for some reason you are unable to get a boarding pass (selectee, watchlist, non-age verified Senior/Youth/Child, etc.).

However, I believe it is only supposed to do so starting at the 24 hour mark.
