Verring slightly OT, the OP can take some comfort from the simple online process for getting a replacement licence in the UK. Although it'll take around 10 days, it is a rather outstanding example of joined-up thinking.

I recently needed to do this, and rather than having to download a form, mail it in with photos, etc, the online application process offers to connect to the IPS systems and use the digital photo from your last passport application.

5 mins and 20 quid later it was all done.
