Yes, to earn miles from the Chase card you need to have an Exec Club accounting in the US. I switched my Exec Club membership from the US back to the UK last year and I received a letter from Chase telling me that, although the card would still be active, I would not accrue any more miles until I switched my Exec Club membership back to the US.
