Hmmm, interesting. Although now that you mention it, I did actually pay a ~$1.50 per night city tax or something like that at PH Zurich last time I was there on an award stay. I guess they can't charge you a percentage of a room that costs nothing, but they can hit you with the flat taxes like $2 per night City taxes, Resort Fees, etc if they really want to.
