Yes, that is a bad shoot. And he'll probably get time for it, which is appropriate, unless there is evidence that the suspect killed was armed or going for one of the other officer's weapons, which I haven't heard put forward to date.
I wouldn't say that going up to the ex-officer and gunning him down was appropriate. Nor going up to other officers and gunning them down simply because they wear a uniform and are manning a checkpoint.
