It seems you knew the bag was only checked to LAX... yes the agent in MFR may not have been used to tagging including an interline, but its possible to do... and may have required a little coaching... regardless since your bag was not interlined, you got to pay the fee twice, and don't see a refund due... one way to think of it, you had to take up a persons time twice to check the bag... sorry-
