Then the refund would be from NW... since the first flight was on AS... perhaps drop a line to TTU? Not sure on the procedure since you prepaid on NW...

[EDIT]...how did you know the bag was checked to LAX vs. SHV? It seems you knew the bag was only checked to LAX... yes the agent in MFR may not have been used to tagging including an interline, but its possible to do... and may have required a little coaching... regardless since your bag was not interlined, you got to pay the fee twice, and don't see a refund due... one way to think of it, you had to take up a persons time twice to check the bag... sorry-
