You could use the same line with small children. (The only difference between small children and pets is that people are generally not allergic to small children.)

A lot of people who have pets consider them fuzzy family members and would dread the thought of having the pets travel in cargo.

If you can't trust the airline to handle your suitcase how are you going to trust it with your pet? (Would you check your 2 year old and trust the airline to transport them safely to the final destination?)
