Why does AE put valet tags on bags at all? You leave them at the steps to the plane where the baggage loader takes them and puts them straight on the plane and then collect them at the steps to the plane as you get off. With this system, I don't see any possibility of the bags ending up on the wrong flight.
Because it's impossible to tell the difference between a gate-checked bag with no valet tag and a checked bag whose tag has been torn off or is missing for some other reason.
