I'd say no...

Had a friend whose friend went back to Russia... Neither knew they could interline bags, (so they got to collect them in JFK ) and could of avoided the baggage fees altogether since it was an int'l itin...

Now they didn't know/realize this... Whose fault is it?

When checking bags the agents often ask if that's your final destination... If its not, speak up and show em your other travel documents...
