I know our local Citi banks accept cash payments for Citi Cards. My neighbor who does not do any online banking, goes to a branch to pay off his statement each month, with cash or checks. He said the branch has a deposit box for it. He did not have a Citi bank account either - until recently when he opened a CD which requiring a checking account to pair with it.
