I would also like to offer my condolences to you for your loss.

I would call Delta and give them the name of the deceased, the name of the funeral home, and your relationship to the deceased. It usually has to be a member of the (relatively) immediate family, meaning that a cousin would not be considered a close enough relative.

Delta is very compassionate with things like this.

Good luck! I hope that they grant the waiver.
