I was at IAD few weeks ago and was waiting to board a United Express flight. The gate was packed due to two full flights and there was only one gate agent working at gate. She was overwhelmed by the boarding tasks and customer requests. So she started to hand out green tags to people. Then, a gentleman, who might be a manager or supervisor, came out from the gate and saw her doing this. He told her right away, "You cannot hand out tag like that; it is a direct violation of the policy." Then he grabbed a bunch of tags and started to tag people's bags himself. I am also wondering why the policy does not allow people tag their bag by themselves
