I've been on many flights on both US Air and United that have taken off without every seat up front filled.

Not sure if you are aware or not, one of the advantages to Premier Executive is the ability to reserve exit rows in advance if that matters to you. That may help.

But in general, United requires you to cough up something to get up front.
