I would definitely stay at IC ANA Tokyo. Although IC Tokyo Bay is closer to the fish market and the Disneyland, you will have better access to the subway system from ANA Tokyo. ANA Tokyo is in a much better location for shopping and some of the best restaurants in Tokyo. ANA Tokyo is usually 50% more expensive than IC Tokyo Bay. ANA Tokyo has an excellent exec lounge too.
