From working at National Car Rental for my second summer, it is widely expected that National, and its leisure rental, sister brand Alamo will NOT be involved in the Aeroplan program in 2001. National is the lone car rental partner of LMG's Air Miles program, and from my experiance working the rental counter, only about 15% of all customers use CPlus as their point program of choice. About 80% use Air Miles, and the other 5% collect with the many US airline partners. Perhaps it's just not worth having to pay all the fees with Aeroplan if you already have a program such as Air Miles.
