The footrest is there for the bulkhead seat that does not have one attached to the seat in front.

This configuration has always existed on both the 320's and the 319's.

Lighten up! AC's 319's and 320's are plenty comfy in J. While I would like the laptop power on the CP 320's, the footrest is nothing but a nuisance.
