That is definitely not true. Try bringing any liquids duty free (over 100ml) through transit security at SYD, AKL, etc and it will be confiscated.

Intra-EU has special rules about duty free liquids, as do some other countries. But the rules are far from uniform (eg only duty free bought in certain other countries is allowed) or universal (many countries do not have a duty free liquids exemption at all).
