Conceptually the arrivals lounge were to give morning arrivals somewhere to refreshen up on arrival, as their hotel rooms were unlikely to be available. As most hotels allow check in from mid-afternoon the commercial proposition for the lounge dwindles, which is why it closes at 2pm.
